One of the most consistent misunderstandings we encounter is that clinical care at home costs the recipient money. Under both Home Care Packages today and the new Support at Home program from July 2025, clinical care services are 100% government funded for eligible participants — no co-contribution, no means test, no exceptions.
What counts as "clinical care"
Clinical care is care that requires a registered nurse or allied health professional. It includes:
- Wound care and dressing changes
- Medication management, including Webster-pack reviews
- Continence assessments and product trials
- Diabetes monitoring and insulin administration
- Catheter and stoma care
- Falls and pressure-injury risk assessments
- Allied health visits — physiotherapy, occupational therapy, podiatry, dietetics
Why it's free
The Australian Government carved clinical care out of the contribution framework deliberately. The intent is to remove cost as a barrier to the services that prevent hospital admissions — the most expensive outcome for everyone involved.
What's not in clinical care
Personal care
Help with showering, dressing and grooming is funded but does attract a participant contribution based on your means assessment.
Domestic assistance
Cleaning, laundry, and meal preparation are funded under daily-living supports — also subject to contribution.
Social support
Companion visits, transport to social activities and group outings are funded under social and community supports.
How to access clinical care at home
- Get an ACAT (Aged Care Assessment Team) assessment through My Aged Care
- Choose a registered Support at Home provider — like GNA
- Your care plan will include any clinical-care budget you've been approved for
- Services are delivered in your home by qualified nurses or allied health professionals
